The northern part, plans to introduce a special tourist tax for pets brought by tourists starting in 2026.
This tax is proposed to cover the increase in road cleaning costs and public services associated with dog waste.
Based on the draft law announced this week, tourists who bring dogs to the capital city of South Tyrol province must pay 1.50 euros or around Rp26,000 per head per night.

Meanwhile, local residents will also be charged an annual ownership fee of around 100 euros or around Rp1.7 million.
The Bolzano Provincial Government’s plan aims to fund additional costs for trash bins, maintenance of green spaces, as well as the construction of parks and special areas of dogs.
This proposal emerged amid increasing frustration among officials and local residents regarding the impact of pets on public spaces in the popular area for pedestrians and tourists.
The proposed dog’s tax aims to replace the controversial scheme of the DNA test of dogs that was introduced last year.The scheme requires the registration of dog DNA to identify irresponsible owners who do not clean their pets.
However, the owner’s compliance is very low.

reported that only around 12,000 out of 30,000 dog owners in the province registered, although there were a fine of 1,048 euros or around Rp18.2 million for those who refused.
Although the new tax is proposed, fines for owners who do not clean their dog droppings will remain in force, which is between 200 to 600 euros or around Rp3.4 million to Rp10.4 million.
Luis Walcher, a member of the Provincial Council, said that the owner whose dogs were registered in the DNA database would be released from population taxes for two years.He believes this is a fair step because it is exclusively targeting dog owners.
Criticism from animal welfare organizations
The tax proposal was condemned by the animal welfare organization as unfair and counterproductive.The Italian National Animal Protection Agency (ENPA) warns that this step can make people reluctant to register or adopt dogs.

Mayor Claudio Corrarati also criticized the tax, saying, “We will become dogs if they force tax on dogs.”
Italy had previously debated national proposals to wear levies on cats and dogs in 2012 to raise funds for debt cities, but the proposal was canceled within hours of triggering public anger.
