The United Nations General Assembly Session (UN High School) will hold a vote for the New York declaration which contains the support of the establishment of the Palestinian State, Hamas’s impromptu attacks, to the Hamas weapons.
The voting will be held on 22 September, before the Puncu Peak Meeting.UN Director at International Crisis Group Richard Gowan assessed this step significantly.
“The fact that the General Assembly finally supports the text that condemns Hamas directly is a significant thing,” Gowan said, quoted

He then said, “Now at least the Palestinian countries can dismiss Israel’s accusations that they implicitly confirm Hamas.”
Voting of this declaration, continued Gowan, could be a shield for Palestinian supporting countries that had been criticized by Israel.
The New York Declaration is the result of a meeting of the United Nations International High Level Conference on the implementation of two-country solutions in New York on July 28-30, 2025 initiated by Saudi Arabia and France.This draft was agreed by all members of the Arab League, members of the European Union, and 17 countries including Indonesia.
Several points in the declaration were in the spotlight such as their criticism of Hamas’s impromptu attack on October 7, Hamas’s weapons, Hamas ended power in Gaza and handed over to the Palestinian authority, to support for Palestine to determine their own destiny.
“We condemn the attacks carried out by Hamas on civilians on October 7, 2023,” said the sentence in point number 4 in the declaration.
The statement also stated, “We also condemn the Israeli attack on civilians in Gaza and civil infrastructure, siege, and hunger, which has resulted in a terrible humanitarian disaster and a crisis of protection.”
They then asked the relevant parties to account for their actions.Because, in the declaration, representatives of the country confirmed that there was no justification for violations of international law, including international humanitarian law.
In the 11th point, they also welcomed the policy of the Palestinian Authority in one country, one government, one weapon and promised to support its implementation.
In addition, these countries suggest governance, law enforcement, and security in all Palestinian territories must be entirely in the hands of Palestinian authorities, with adequate international support.
“In the context of war in Gaza Hamas must end power in the region and surrender weapons to Palestinian authorities with international involvement and support,” the declaration continued.
