The agreement framework, agreed upon by US and China negotiator in Madrid this week, reflects the agreement submitted to US President Donald Trump last April.The submission was made before Trump announced a high tariff for China which disrupted the conversation with Beijing about the popular social media application.
The sources said among investors who were expected to have around 80 percent of the Tiktok shares there were the names of Oracle, Andreesen Horowitz, and Silver Lake.
This new consortium will also be managed by the majority US board of directors, including a member appointed by the Trump government.
The Wall Street Journal first reported the details of the framework discussed in Madrid.
These sources remind that this framework is still in discussion and can change before Trump and Chinese leader Xi Jinping are scheduled to speak by telephone on Friday (19/9).At this time, the two heads of state are expected to sign an official agreement regarding Tiktok.

Oracle’s executive chairman, Larry Ellison, who last week had become the richest person in the world, reportedly involved in talks to buy Tiktok assets in the US.Trump in January said that he would support Ellison to buy Tiktok assets in the US.
Ellison’s company already has a relationship with Tiktok.Oracle in 2020 began posting Tiktok data in the US, and had reached an agreement with the first Trump government that year to buy Tiktok, before the agreement was finally blocked.
Although Trump previously said he would look for a 50-50 partnership between Bytedance and the new American owner, a law that prohibited the tiktok ratified by the Bipartisan group member of the congress and signed by former President Joe Biden forbids China from having more than 20 percent of the tiktok assets in the US.
China Call Win-Win Solution
On the other hand, China mentioned the agreement of the framework achieved in Madrid to divert the ownership of Tiktok to the US controlled party as “mutual beneficial” and said it would review the exports of Tiktok technology and the license of intellectual property rights.
“China has reached an agreement that is relevant to the United States regarding the problem of tiktok because it is based on the principle of mutual respect, a peaceful coexure, and mutually beneficial cooperation,” said China People’s Daily newspaper in a comment, quoted from

“China will review problems related to the export of Tiktok technology and the intellectual property rights license in accordance with the law,” added the comment.
After meeting with Chinese negotiators in Madrid earlier this week, US Finance Minister Scott Besent said the September 17 deadline which had the potential to interfere with the operation of the application in the US could be extended 90 days to allow the agreement to be completed.
