The Association of Indonesian Telecommunications Organizers (ATSI) complained about the amount of regulatory charge charged to telecommunications operators.The government is asked to be fair in this matter by imposing the same rules to other players in the relevant industry.
This was said by Chairman of ATSI Dian Siswarini after the press conference of ATSI 2025 Member General Meeting (RUA), at The Westin, Jakarta, Monday (29/9).

He said the digital ecosystem was not only inhabited by telecommunications, but one of them was the Over the Top (OTT) platform.According to him, OTT players are currently not subject to regulatory charge, while they get enormous benefits.
“So this is what we want to try that the government also treats the same thing so that this regulatory charge does not be concentrated in telecommunications operators, but of course to other players is also fair. Fair in accordance with what is given and what is gained like that. Same Service, Same Rule.

Regulatory Charge is a cost charged to Cellular Operators (OPEL) consisting of several components, one of which is the cost of frequency usage rights (BHP).
He said the regulatory charge in Indonesia is currently very high starting from 12-14 percent of the total gross income of Opsel.He suggested this regulation be reviewed again, so that the telecommunications industry could be more developed and healthier.
“For example, this industry is more developed, these operators can be healthier, so that from the profitability produced, the country can also get taxes,” he said.
Dian said that those who benefit from the world of telecommunications today are not only Opsel, but many players.But unfortunately, the biggest regulatory charge is only focused on the operator.
“If for example the players are implemented the same regulation, I am sure this is a healthier industry and the government can get more benefits and also the public, the public will also get better internet services,” he said.
“It is true that it has been for years, but it seems that we have hoped for the government, because in my opinion it is not only about the industry but also for the government, for the community and for the whole country,” he added.
