The Indonesian government will use
foreign loans
worth IDR 5.8 trillion from the Government

to strengthen supervision

These funds will finance the construction of surveillance vessels and an integrated maritime surveillance system which is part of the Maritime and Fisheries Integrated Surveillance System (MFISS) project.
This loan has been approved by Commission IV DPR RI with an allocation of IDR 2 trillion in the 2025 fiscal year (FY) as an initial stage of implementation.This project is targeted to start running in early 2025 and be completed by the end of 2028.

Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono explained that the loan from Spain was soft and was used to fund the construction of 10 new surveillance vessels, as well as the procurement of a digital marine surveillance system.
“We got a loan from the Spanish Government, a soft loan for ship construction, where in total there were around 10 ships, four ships were built in Spain, then six ships were built domestically. The period or term is approximately three years,” said Trenggono in a Working Meeting with Commission IV DPR RI, Wednesday (5/11).
Trenggono explained that because the financing came from foreign loans, the entire procurement process was carried out through

He added that the project payment mechanism will be carried out in stages, starting with a down payment of IDR 2 trillion in 2025.

The remaining project value will be disbursed in stages according to the progress of the ship construction and monitoring system.Trenggono emphasized that the Ministry of Finance was the party executing the loan withdrawal, while KKP acted as the project implementer.
Apart from ship construction, the scope of the MFISS project includes the construction of an integrated surveillance system, Maritime Integrated System, Secure Data Infrastructure, Regional Monitoring Center, Intelligent Room, as well as procurement

and an integrated command system between central and regional levels.
“The total investment for this project reaches IDR 5.828 trillion with funding sources from Spanish Government loans. Of this amount, we are submitting an allocation for the 2025 fiscal year of IDR 2 trillion for approval from Commission IV DPR RI,” said Trenggono.

Commission IV DPR RI also stated that it agreed to the additional budget.
“Commission IV DPR RI approved the proposed additional budget for the Ministry of Maritime Affairs and Fisheries for FY 2025 amounting to IDR 2 trillion sourced from foreign loans from the Spanish government to support the implementation of the MFISS project to strengthen the eradication of IUU fishing and prevent PNBP leaks,” said Titiek while chairing a meeting agreed upon by all KKP members and representatives.
