“Propaganda was initially disseminated through more open platforms such as Facebook, Instagram and online games,” said Karo Penmas, Police Public Relations Division, Brigadier General Trunoyudo Wisnu Andiko, in a press conference, Tuesday (18/11).
“Propaganda is disseminated using short videos, animations, memes and music that are packaged attractively to build emotional closeness and trigger ideological interest,” said Trunoyudo.
Once a child or student is considered a potential target, they will be contacted further by the recruiter personally via applications such as WhatsApp or Telegram.

Trunoyudo said that from the results of the study there were a number of social factors that caused children or students to be easily influenced by these ideas.
These include acts of bullying, children from broken homes, lack of attention from family, the process of searching for identity, social marginalization, lack of digital literacy skills and even understanding of religion.
“One of the prominent cases is the bombing that we know of, the incident at SMA Negeri 72 North Jakarta on November 7 2025 which involved children, although this phenomenon is different from online radicalization,” said Trunoyudo.
“Where the perpetrator carried out the action because he was a victim of bullying from his colleagues and imitated the perpetrators of mass shootings abroad as a method of carrying out acts of revenge and not carrying out actions because of his belief in one understanding or ideology,” he continued.
This was conveyed after Densus 88 Anti-terror Police arrested five people whose role was to recruit children and students to join the terrorism network.
“Carrying out law enforcement against approximately five adults who were trying to recruit children and students, yes, in connection with the terrorist network,” said Densus 88 Anti-terror Police spokesperson AKBP Mayndra Eka Wardhana, Tuesday (18/11).
“So, this year there have been five suspects who have been arrested by Densus 88 with three law enforcement actions from the end of December 2024 until yesterday, Monday 17 November 2025,” he continued.
