Minister of Hajj and Umrah M Irfan Yusuf assessed the implementation
Umrah
independent
by congregations from Indonesia in practice it still cannot be implemented.
This was conveyed after the Ministry of Hajj and Umrah (Kemenhaj) allowed the Umrah community to be independent, in accordance with Law Number 14 of 2025 concerning the Implementation of the Hajj and Umrah Pilgrimage.

“Technically and in theory, independent Umrah is possible, but in practice it is still not possible in Indonesia, because you still have to go through several stages and be careful,” said Irfan in Surabaya on Tuesday (18/11).
Irfan shared his experience during a recent visit to Saudi Arabia.He revealed that an Umrah pilgrim died in the Holy Land.
However, the bodies of the pilgrims were not handled for 15 days because it was discovered that the person concerned did not use a travel agency or Umrah travel agent.

“He was with his friend, his friend also didn’t know where to go. Finally we [Ministry of Hajj and Umrah] tried to help him, but that is one of the risks of an independent Umrah,” he stressed.
Because of this, Irfan also stated that carrying out Umrah independently is actually possible in theory.
However, in practice, there are many things that until now cannot be fulfilled directly by the congregation from their homeland, so they still need the help of travel agencies.
“The Saudi government has indeed opened it, but in practice, here we cannot apply directly to the existing platform. So we have to continue to go through travel [agents] who already have it,” explained Irfan.
The government and DPR RI have officially legalized independent Umrah.This rule is stated in the Law on the Implementation of the Hajj and Umrah Pilgrimage (UU PIHU) number 14 of 2025.
In a copy of Law No. 14 of 2025 concerning the third amendment to Law no.8 of 2019 concerning the Implementation of the Hajj and Umrah Pilgrimage, article 86 paragraph 1 letter b states that the Umrah pilgrimage can be carried out independently.
Previously, Umrah could only be done through Umrah Travel Organizers (PPIU).
“Umrah pilgrimage trips are carried out: a. through PPIU; b. independently; or c. through the Minister,” reads article 86.
