KPK Reveals Alleged Tiered Corruption in the Ministry of Religion Hajj Quota Case

Asep explained that the request for money allegedly from the sale and purchase of the pilgrimage quota started from the person in the Ministry of Religion and then tiered to the Hajj travel agency.
According to Asep the reason for the demand for money was carried out because special pilgrims could perform the pilgrimage without queuing.
“The person at the Ministry of Religion asked as an acceleration money. The reason was because this special hajj quota could leave that year. It should still be in line for two years, but this could leave that year,” he explained.
Previously, the KPK announced starting an investigation of alleged corruption cases in determining the quota and organization of the pilgrimage at the Ministry of Religion in 2023-2024, namely on August 9, 2025.
The announcement made by the KPK after asking for information from former Religious Minister Yaqut Cholil Qoumbas in the investigation of the case on August 7, 2025.
At that time, the KPK also said that he was communicating with the Indonesian Supreme Audit Agency (BPK) to calculate the state financial losses in the hajj quota case.
On August 11, 2025, the KPK announced the initial calculation of the state loss in the case reached more than Rp1 trillion, and prevented three people from traveling abroad, one of which was the former Minister of Religion Yaqut Cholil Qoumas.
In addition to being handled by the KPK, the Special Committee for Hajj Questionnaires of the Indonesian Parliament previously also stated that his party had found a number of irregularities in the implementation of the Hajj in 2024.
The main point highlighted by the Special Committee is regarding the distribution of the 50 quota compared to 50 from the allocation of 20,000 additional quota given by the Saudi Arabian government.
At that time, the Ministry of Religion divided an additional quota of 10,000 for regular hajj and 10,000 for special hajj.
This is not in accordance with Article 64 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, which regulates a special hajj quota of 8 percent, while 92 percent for regular hajj quota.
