KPK Finds the Alleged Corruption of Hajj Corruption in 2023-2024

The KPK has raised the status of handling the case to the investigation stage based on a case or exposure conducted on Friday (8/8).
“The KPK has found an event that is suspected as a criminal act of corruption related to the determination of quota and organization of the pilgrimage at the Ministry of Religion in 2023-2024 so that it was concluded for investigation,” said the Acting Acting and Execution of the KPK Asep Guntur Rahayu in a press conference at his office, Jakarta, Saturday (9/8) early morning.
Asep said that his party used a general investigation warrant (sprindik) in handling this alleged corruption case.
That is, there are no suspects named so sprindik signed.The parties responsible will be sought in the process of investigation.
According to the KPK, there are allegations of state losses in determining quota and organizing pilgrimage in 2023-2024.
“The KPK issued a general sprindik by imposing Article 2 paragraph 1 or Article 3 of the Corruption Eradication Act in conjunction with Article 55 paragraph 1 of the 1st Criminal Code,” said Asep.
In the previous investigation process, a number of officials and former officials at the Ministry of Religion and Hajj and Umrah travel agents have been questioned.
Among them were former Minister of Religion of the 7th Indonesian President Joko Widodo, Yaqut Cholil Qouumas, Director General of Hajj and Umrah Implementation of the Ministry of Religion Hilman Latief, as well as employees of the Ministry of Religion with the initials RFA, Mas, and AM.
Then preacher Khalid Basalamah, Secretary General of the Central Board of the Muslim Hajj and Umrah of the Republic of Indonesia (DPP Amphuri) Muhammad Farid Aljawi and General Chairperson of the Indonesian Umrah Hajj Travel Unit (Kesthuri) Asrul Aziz.
Especially for Yaqut, he underwent a clarification process for about 4 hours 45 minutes, at the KPK Red and White Building, South Jakarta, Thursday (7/8).
Yaqut began undergoing clarification at around 09.30 WIB and finished at 14.15 WIB.
“Alhamdulillah, I am grateful that I finally got the opportunity to clarify everything, especially those related to the distribution of additional quota in the Hajj process in 2024,” Yaqut said at the KPK office.
Meanwhile, Yaqut’s spokesman, Anna Hasbi, said that the additional distribution of regular and special hajj quota was in accordance with the rules.
“The distribution of the pilgrimage has been carried out according to the applicable law. So, the process is quite long,” Anna said.
KPK’s findings
Previously, Asep explained that the investigator would explore the alleged acts against the law related to the use of regular and special Hajj quota.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, explained Asep, the special hajj quota is set at 8 percent of the Indonesian hajj quota.
The special hajj quota consists of special pilgrims and special pilgrims.
Moreover, 92 percent is intended for a regular hajj quota.
An additional Hajj quota of 20,000 should be distributed for regular pilgrims as many as 18,400 or equivalent to 92 percent, and special hajj quota of 1,600 or equivalent to 8 percent.
Thus, regular hajj which was originally only 203,320 will increase to 221,720 people.While special hajj which was originally 17,680 will increase to 19,280 people.
“There were processes that would be explored. There are 92 percent in the law and 8 percent. Why can it be 50-50 and (deepening). The process is also right, the order flow and then also the flow of funds from the division (will be explored),” Asep said, Wednesday (6/8) night.
Indonesia received an additional quota of 20 thousand pilgrims for the implementation of Hajj in 2024.
The additional quota was obtained after the 7th Indonesian President Joko Widodo held a bilateral meeting with the crown prince who was also the Prime Minister (PM) of the Kingdom of Saudi Arabia Mohammed bin Salman al-Saud on 19 October 2023.
