Corruption Eradication Commission (
KPK
) helped prevent the Special Staff of former Minister of Religion Yaqut Cholil Qouumas namely Ishfah Abidal Aziz and the private sector with the initials FHM abroad for six months.
KPK spokesman Budi Prasetyo said their presence in Indonesia was very much needed in the context of the process of examining the alleged corruption case determination of quota and the implementation of the pilgrimage at the Ministry of Religion in 2023-2024.
“That on August 11, 2025, the KPK issued a decree on the prohibition of traveling abroad to 3 (three) people namely YCQ [Yaqut Cholil Qoumbas], IAA [Ishfah Abidal Aziz], and FHM related to the case as mentioned above,” Budi said through a written statement, Tuesday (12/8).
Ishfah had previously served as Chairman of the Nahdlatul Ulama (PBNU) and the Supervisory Board of the Hajj Financial Management Agency (BPKH).
The KPK revealed state losses in the alleged corruption case of additional hajj quota in 2023-2024 reaching more than Rp1 trillion.
That number is still initial calculation and the KPK involves the Supreme Audit Agency (BPK) in the calculation of state losses in this case.
“The KPK’s internal calculation has also been discussed with friends at the BPK, but it is still an initial count, of course later the BPK will calculate in more detail. So, the number obtained from the initial count is more than Rp1 trillion,” explained Budi, Monday (11/8).
Budi explained that the investigator would explore the parties who made the distribution of additional pilgrims quota of 20,000 not according to the rules.
Based on Article 64 paragraph 2 of Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah, the special hajj quota is set at 8 percent of the Indonesian Hajj quota.
The special hajj quota consists of special pilgrims and special pilgrims.
Moreover, 92 percent is intended for a regular hajj quota.
An additional Hajj quota of 20,000 should be distributed for regular pilgrims as many as 18,400 or equivalent to 92 percent, and special hajj quota of 1,600 or equivalent to 8 percent.
Thus, regular hajj which was originally only 203,320 will increase to 221,720 people.While special hajj which was originally 17,680 will increase to 19,280 people.
“There is a shift from what should be 92 percent for regular hajj, 8 percent for special hajj, because there is a shift to 50:50 or 10,000: 10,000 of course there is a shift there,” said Budi.
“Here the investigator will explore related to the order to determine the quota and also the flow of money, of course, because we are managed by these agents, we will see whether there is a flow of money to certain parties. If there are any particular parties, all of them will be traced by the KPK,” he said.
The KPK raised the status of the investigation related to the determination of quota and the implementation of the pilgrimage at the Ministry of Religion in 2023-2024 to the investigation stage.
The status was obtained after the KPK held an exposure on Friday (8/8).
The KPK uses a general investigation warrant (sprindik) in handling cases of alleged Hajj corruption.That is, there are no suspects named so sprindik signed.The parties responsible will be sought in the process of investigation.
