Japan fell to third place in the latest Henley Passport Index in September 2025, under Singapore and South Korea.
Japanese passport holders can now travel to 189 destinations without a visa, down one from the previous rank which was released in July 2025.
This is based on an index update compiled by Henley & Partners, a firm of citizenship advisory and global residency based in London, England.
In the previous passport ranking, Japan shared the second strongest passport position in the world with South Korea.Last year, Japan was among the six countries with the strongest passports in the world, sharing first place with Singapore, Germany, France, Italy and Spain.

, according to the Japanese Ministry of Foreign Affairs, until December 2024, there were 21.6 million Japanese passports in force, which only covered around 17.5% of the total country’s population.
The traditional level of Japanese passport ownership is indeed low compared to other countries.The figure consistently was around 22% to 24% throughout the 2010s, according to

However, this percentage dropped further during Pandemi Covid-19 and remains low since then until now.
Experts have urged the Japanese government to introduce initiatives that encourage more young people to get international experience, including by offering free passports for those who are traveling for the first time abroad.
The Henley Passport Index tracks global travel freedom in 227 countries and regions using exclusive data from the International Air Transportation Association (IATA).
This index ranks 199 passports based on the number of destinations that the holder can enter without a visa first.Continue to be updated throughout the year to reflect changes in visa policy, this index is widely recognized as the main measure of global mobility.
