The budget freezing was confirmed by Israeli Culture Minister Miki Zohar after Ophir awarded an award for Hayam or The Sea, a film that was believed to defend Palestine in the midst of prolonged rival with Israel.
“The Pro-Palestinian Hayam film, which discredited the heroic army when they struggled to protect us, won the best film award at the Ophir 2025 ceremony,” Zohar said as reported by AFP on Thursday (18/9).
“I decided to stop the funding of the ceremony with Israeli citizen money,” he said by stating that the funding would be stopped starting next year.
“This award winner describes heroic soldiers with slander and wrong when they struggle and risk their lives to protect us no longer surprise anyone,” Zohar stressed.

Hayam’s film in the Othir event won the Best Film award.Winning the best film automatically makes Hayam a representative of Israel submitted to the Oscar for the Best International Feature Film.
In addition to the best film, Hayam directed by Shai Carmeli-Polak also won the best actor award, given to Mohammad Ghazaui, the main character, making him the youngest winner of all time.
Hayam told me a 12 -year -old Palestinian boy from the west bank occupied wanted to go to Tel Aviv to see the sea for the first time.
The Israeli Film and Television Academy as the organizer of the Ophir award responded to this by emphasizing that, “His commitment to cinematic superiority, artistic freedom, and freedom of expression.”
In March 2025, Zohar also described the awarding of Oscar for the Israeli-Palestinian Documentary Film No Other Land as “a sad moment for the world of film.”
The documentary tells the forced transfer of Palestinians by Israeli troops and settlers in Yatta, the territory determined by Israel as a limited military zone in the 1980s.
No Other Land was directed together by Basel Adra from Palestine and Yuval Abraham from Israel.Basel Adra was arrested by Israel in March 2025, shortly after winning the Oscar.
