Import Completely Built Up (CBU) which is now enjoyed by six producers will not be continued alias stopped on December 31, 2025 according to the applicable regulations.
“This year, God willing, we will no longer issue a CBU permit. CBU permits in the context of the investment scheme by getting benefits,” said Minister of Industry Agus Gumiwang during a press conference in Jakarta, Thursday (11/9), quoted

This incentive has begun to be given since February 2024, producers can import electric cars in CBU without import duties and PPnBM on condition that they guarantee money as a guarantee bank.
After the CBU import period was completed, namely on December 31, 2025, producers participating in this program were required to produce domestically according to the number of import units.This production must be done within January 1, 2026 to December 31, 2027 by adjusting the domestic component level road map (TKDN).
If there is a discrepancy, the government can claim the Bank Guarantee to cover the debt of the program participant’s production.
There are six producers who enjoy this incentive, namely BYD AUTO INDONESIA (BYD), VIFAST AUTOMobile Indonesia (VIFAST), Geely Motor Indonesia (Geely), Automotive Industry Era (Xpeng), National Assemblers (Aion, Citroen, Maxus and VW) as well as INCOMOBIL NEW ENERGY (GWM ORA).
Agus realized that this incentive had disrupted the automotive industry, especially in producers who did not participate in the component programs and industries.As a result of this incentive, another manufacturer, which produces cars with high TKDN, is depressed so that it has an effect on the component industry.
The Director General of the Metal Industry of the Ministry of Industry of Setia Diarta also ensured that the incentive of the CBU imported electric car was stopped.
“CBU, through several brands, brands like Byd, there are a few more brands that they will invest here, build factories, produce here, but for commitment? Investment they deposit money here right, that’s what will stop,” he said.
