explained the reason why funds were sitting around IDR 14.6 trillion in the bank.This is certainly not for the sake of making a profit.
DKI Jakarta Regional Secretary’s Assistant for Economy and Finance, Suharini Eliawati, stated that the high level of regional government funds in banks was not her party’s intention to save funds so that they could get interest rewards.

“This is related to the spending patterns of regional governments, including the DKI Provincial Government, which experienced accelerated payments in the last quarter,” said Suharini in a written statement, Wednesday (22/10).
He said the provincial government is committed to managing the budget to improve public services, ensure transparency and achieve fiscal efficiency.
“In managing the budget, the DKI Jakarta Provincial Government has the same spirit as the Central Government based on good planning, increasingly efficient and effective spending, and prudent cash management to ensure fiscal sustainability,” he said.

Suharini added, specifically for the DKI Provincial Government, SiLPA (Remaining Over Budget Calculations) shows high numbers until November and will shrink drastically in December every year, along with payments that have increased significantly in the last two months.
“As an illustration, payments in December 2023 will reach IDR 16 T and December 2024 will reach IDR 18 T,” said Suharini.
He explained that DKI Jakarta Governor Pramono Anung had encouraged regional officials to accelerate budget absorption, especially priority spending with large allocations.
The slowdown in spending in the second and third quarters occurred due to adjustments to the quick win program through the 2025 Revised Regional Revenue and Expenditure Budget (APBD-P) and improvements in the governance of procurement of goods and services according to the principles of good governance and better spending.
“The DKI Provincial Government is committed to encouraging budget absorption in the fourth quarter through quality spending, having an impact on the interests of the community, and contributing to accelerating the national economy,” he said.
This was conveyed after Minister of Finance Purbaya Yudhi Sadewa revealed that many regional governments (Pemda) were still accumulating large amounts of money in banks even though the realization of regional spending was slow throughout 2025.
Based on data, the DKI Jakarta Provincial Government has IDR 14.6 trillion in funds stored in banks.
