Commission VIII DPR Rejects the Proposal of BP Hajj and BP Hajj Finance

Marwan Dasopang rejected the proposal of the merging of the Hajj Organizing Agency (BPH) and the Hajj Financial Management Agency (BPKH) in the revision of Law Number 34 of 2014 concerning Hajj Financial Management and Law Number 8 of 2019 concerning the Implementation of Hajj and Umrah.
Marwan emphasized that the BPKH smelting option into the BPH structure will not be taken by his party.According to Marwan, the separation of financial functions and the implementation of the pilgrimage is important to avoid conflicts of interest.
“We believe this separation is important. Because if he is holding money, then he is also the one who spends it is quite vulnerable,” he said when confirmed, Friday (6/8).
At present, he continued, the House of Representatives Commission VIII is still looking for the ideal format of separation by involving various parties.However, at this time he encouraged the two functions to be separated in two different institutional work.
“Later we will see the opinion of the public, and the government. But for the time being Commission VIII wants financial management and the implementation of the pilgrimage must be separated,” said Marwan.
Previously, the proposal for the fusion of BP Haji and BPK Hajj was conveyed by the Head of BP Haji Muchamad Yusuf Irfan some time ago.In his proposal, he gave two options related to the form of Hajj financial institutions.
First, BPKH’s smelting with BP Hajj according to the President’s instructions.With this option, BP Hajj became the sole authority of all aspects of Hajj administration, including the management of Hajj Finance.
Second, BPKH became a separate institution but was under the coordination of BP Haji.According to him, the option was carried out to simplify the bureaucratic system.
Meanwhile, DPR Commission VIII member Dini Rahmania said that his party was still waiting for the Inventory of the Problem (DIM) Hajj Bill from the Government before the bill was officially discussed.According to Dini, the Hajj Bill must be a momentum for improving hajj management in Indonesia.
Through the revision, he also encouraged the separation of the functions of BP Hajj and BPK Hajj.Thus, Hajj finances are still managed by special institutions independently.
“This new scheme will firmly separate the service function by BP Hajj and the financial function by BPKH which remains independent. We want the hajj funds to be managed in a trustworthy manner, with strategic investment that really returns for the benefit of the congregation, not only stored,” he said.
