The Civil Society Coalition asks for a dual position of the Minister of Defense (

to end immediately.The coalition assesses that there is a potential misuse of a large authority if the dual position continues.
“We consider the dual position between the Minister of Defense and the Coordinating Minister for Politics and Security should not be done too long and must be ended immediately,” quoted from the written statement of the Civil Coalition, Thursday (11/9).
The coalition said the two ministries had different functions and tasks.The Coordinating Ministry for Politics and Security is coordinated, while the Ministry of Defense is operational.
According to the Coalition, allowing the dual position for too long will lead to its own complexity in the governance of political management, security and national defense.
“We consider it is not appropriate if the management of the two ministries in one minister in a period of too long. This condition will lead to the potential for abuse of large authority, because of the accumulation of authority to one minister,” the Coalition said.
According to the coalition, within a democratic country, it is important to avoid the accumulation of authority in one hand.The democratic state demands the importance of differentiation of the functions and tasks of the ministry for the effectiveness of the government’s work.
The coalition states that functional differentiation in government is important to avoid the absolute power of one person or one institution.
“If the accumulation of authority occurs, the potential for abuse of authority will be high,” the coalition said.
The coalition alluded to the New Order period during the merging of the Minister of Defense/Commander who made the Minister of Defense Security, as well as the Commander in ABRI, took full control over the defense and security sector.
According to the coalition, the single authority eventually had an impact on the creation of excessive, repressive security policies and tends to limit freedom.
“The arrests of the two positions in one hand tend to open up the space for securitization, namely the state will see all socio -political issues will be a national security problem, which needs to be approached with a security approach,” the coalition said.
The securitization, said the coalition, will delegitimize the dialogue approach, not listen to public aspirations in full (only formality), and in solving problems tends to prioritize military approaches.
“In the present context, it is clearly happening with the rampant existence of the military in the space and civil regions, to overcome the socio-political situation that occurs,” the coalition said.
The Civil Society Coalition consists of Imparsial, Centra Initiative, Raksha Initiatives, HRWG, Indonesian Women’s Coalition (KPI), Dejure, PBHI, Setara Institute, LBH APIK and WALHI.
Previously, President Prabowo Subianto appointed Defense Minister Sjafrie Sjamsoeddin as Coordinating Minister for Polkam AD Interim.Sjafrie replaces Budi Gunawan’s position.
