“Because it was the problem of HET, the Ombudsman requested that the government immediately consider to revoke the premium rice HET. Let the private sector provide rice in accordance with the market mechanism,” said Indonesian Ombudsman member Yeka Hendra Fatika at a press conference at the Indonesian Ombudsman Building, South Jakarta, Friday (8/8).
“The government can evaluate, if the price of rice is already expensive, the government can carry out market operations through the distribution of SPHP rice which is equivalent to medium rice HET,” he said further.
According to Yeka, the current HET Premium policy actually benefits buyers in the majority of modern markets from the upper middle class.Conversely, buyers in traditional and rural markets must pay more expensive to get quality rice.
He said this price difference was compensation for losses borne by milling or suppliers when selling to modern retail.
“In the supermarket, he says he loses, so in traditional markets, he can be profitable. So the traditional market that subsidizes goods in the supermarket market. This is very contrary to our law that actually the community requires food availability at affordable prices and the task of the state is to provide food at an affordable price. But this is reversed,” he said.
He added that in the field the price of rice currently varies, from the cheapest Rp12 thousand to the highest Rp16,500 per kilogram, or exceeds the HET premium of Rp14,900.
In addition to revoking HET Premium, the Ombudsman recommends that the government has temporarily postponed the application of the National Food Agency Regulation (Perbadan) Number 2 of 2023 concerning Quality Requirements and Rice Labels.
Yeka said that some of the Bulog Stock Stock was an imported rice that was more than one year old and had a musty smelling, but it was still suitable for consumption if processed again.The prohibition on processing rice has a must -smelling rice makes the supply of rice in the market more limited.
“If the smell is musty, the public can still consume it because it can be processed again. Don’t think that later rice is musty, then consumers will (refuse). That is the problem of storage, so it can be processed again,” said Yeka.
According to him, without premium het, market mechanisms can run more flexible.
Private can sell rice according to market prices, while the government distributes SPHP rice equivalent to HET medium rice to maintain affordability for low -income people.
